Sale of PACWAN to alternative Telecom operator CELESTE

Paris, September 12, 2019 – TwinL, specialized in Corporate Sales & Acquisitions and Financial Engineering, announces the sale of alternative telecom operator PACWAN to CELESTE.

PACWAN (CA 2018: €8M), a telecom operator with 200 km of own fibre optics, sells telecoms (fibre, corporate telephony) and IT services (VPN, hosting, cloud, etc.) to around 800 companies throughout France.

Well established in the South East region with its headquarters in Aix Les Milles, PACWAN had taken the decision of an industrial merger to further accelerate its strong growth while its fiber projects are multiplying.

For Sébastien LECOMTE and Stéphane ROBERT, the two managing directors-shareholders of Pacwan, among the many proposals made to them, the choice was made on the quality of the Project of CELESTE, alternative operator created in 2001, which, thanks to the INFRAVIA investment fund, has a very significant investment capacity.

CELESTE (2018 revenue: €32m), will thus be able to shine on a larger scope and strengthen in Provence, at a time when companies are massively switching to fibre. Its two other recent acquisitions have allowed it to expand into the Hauts de France and Auvergne-Rhône-Alpes. “Five or ten years ago, companies that connected to the fibre industry worked mainly in the media or tech. Today, everyone is getting involved,” says Nicolas Aubé, founder and president of CELESTE, which aims to position No. 1 as a 100% company alternative operator.

The TwinL team was responsible for the overall management of the divestiture process: For this mission, TwinL first approached the main market players in France and Europe before completing discussions and negotiating agreements with the selected Group until the closing in just 6 months.
